China Regulations

China has a comprehensive regulatory framework governing the management, use, and disposal of materials and chemicals. Key aspects of material and chemical regulations in China include:

  1. China REACH (MEP Order 7):
    • Modeled after the European REACH system, China REACH requires the registration and evaluation of chemicals to ensure their safe use.
  2. Hazardous Chemicals Management (State Administration of Work Safety – SAWS):
    • SAWS oversees the management of hazardous chemicals, including their production, storage, transportation, and use, to enhance workplace safety.
  3. National Standards for Hazardous Waste Identification:
    • Standards classify hazardous waste, including that generated from the use of chemicals, to regulate its proper handling and disposal.
  4. Measures for Environmental Management of New Chemical Substances (MEP Order 22):
    • These measures require the registration and environmental impact assessment of new chemical substances before their production or import.
  5. Chemical Safety Law (CSL):
    • CSL addresses the safe production, operation, use, storage, and transportation of chemicals, emphasizing risk assessment and management.
  6. China GHS (GB 30000 Series):
    • Aligned with the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), China GHS sets standards for the classification and labeling of chemicals.
  7. Food Safety Law:
    • Regulations under the Food Safety Law ensure the safety of food products, including those containing chemical additives.
  8. Water Pollution Prevention and Control Action Plan:
    • The plan addresses water pollution, including regulations on the discharge and management of chemical pollutants.
  9. Air Pollution Prevention and Control Action Plan:
    • Similar to water pollution, this plan focuses on controlling air pollution, including emissions from industrial processes involving chemicals.
  10. Customs Regulations:
    • Customs regulations include requirements for the import and export of chemicals, ensuring compliance with national standards.

Businesses operating in China need to be aware of and comply with these regulations to ensure the responsible use of materials and chemicals, protect the environment, and adhere to health and safety standards. Specific details and updates should be obtained from relevant Chinese government authorities and regulatory bodies.
